I do not think you can ever change the supply priority on an airbase. If it is in the same hex as a depot there is a screen where you can change the priority, but this affects the depot, not the airbase. Are you somehow able to change the airbase itself?

You are right (it is linked), and the manual is misleading, but I no longer have the page.
