I have an Allied damaged ship in a port without a shipyard (or too small for her) she has high systems damaged 90+ but low float & engine damage - its taking anything up 15 turns to reduce the systems damage by 1 Point (repair ships in port & good supply) - if she goes to sea will she sink? , or is it better just to scuttle her.. or is there anything else I can do?

High system damage affects repair ability and pumps etc.

So if ship has flotation damage, I'd not recommend long journeys...

Consider your situation - Is the ship at high risk of being bombed and sunk in port by the enemy? If she is relatively safe, then slow repair is better than none. The good news is, most, if not all, system damage will repair without a shipyard.

How far away is the next (bigger) port? If you think she can make the trip before suffering additional system damage, I would try to move her. This will depend on how fast she can move. If you do move her, try to pick a day with good weather, since rough seas will cause additional damage. Set to Cruise speed. island hop as needed to get the ship to a safer place.

If you are defensive and the enemy is closing in, maybe it's better to scuttle her than give up full victory points. That would be my last option, though.

As far as Dr. Hal is concerned, if you need to give detail on something like this many people post something in their Subject line such as, "No Dr. Hal." That puts him on notice he shouldn't be reading it. You'll see this used in many AARs. It's the honor system, but it works well most of the time.

Well, there are a couple of things that you can do without expanding the port.

1) If it is safe to do so, move in a repair ship such as an AR. If it is a destroyer or smaller, an appropriate tender will also help with repairs.
2) You can move in some Naval Support which will also help with repairs.

Failing those and if the ship is valuable but in immediate danger, have the ship in an escort convoy which will then move from port to port, disbanding every turn.
Seek peace but keep your gun handy.

From what you have shared I would say that is best to not move the ship. Key is the size of the port and the type of ship in question. Systems damage and non-major flotation and engine damage do not need a SY or even a repair ship. Your comment that it is taking up to 15 turns to reduce the system damage 1 point makes me think you must be in a very small port and trying to deal with a large ship.
Ports along with naval support, repair ships and the crew of the ship generate "repair points" that add up to reduce damage. The number of repair points needed by a ship depends on the tonnage of the ship. Typically a DD might need around 50 repair points but a BB would need hundreds.

What the others have said but consider this.

Large system damage won't sink a ship the problem is if the pumps fail then floatation will be a problem and with large system damage that likely. If the floatation is low as you said then port hopping is the way at low speed setting, (even if the ship can only move slowly anyway). I'd say you ship should suvive. The other consideration is proximity to the enemy. I've lost more than one valuable ship like yours by letting them repair in a port in range of enemy air.

My esteemed advisory may not want to confirm this, but I believe it's the Prince of Wales and it's in Perth pretty beat up (my spies are telling me that the ship whistles when the wind blows). So it's a valued asset and Perth is a long way away from any good location. Of course this is only conjecture on my part due to FOW but I think it's pretty likely.

If it is actually POW in Perth, I am not surprised that repairs are very slow. I did a quick look and here is what I think is going on.
Perth is a SY3 and POW is a 35490 ton ship so the SY is not an issue.
At the start there are no repair ships in Perth. Therefore no repair points will be generated by repair ships. If a AR or ARD is in Perth they could add a maximum of 83 repair points but for now I assume none of these are there.
That leaves the POW repairing at Pierside or at readiness.
Assuming Pierside as that is better.
POW crew has experience of 74. Repair points generated by crew experience is: CE/8= 74/8=9.25.
There are only 33 Naval Support in Perth. Repair points generated by NS at pier side is: [NS/2] - [Damage/5]. Or [33/2] - {90/5]. Or [16.5 - 18]. Or no real help!
Perth as a P5 generates 50 repair points / day.
Taken all together it looks like only about a maximum of 59.25 repair points will be available.
I don't know exactly how many repair points are needed to remove 1 point of system damage on POW but BB Maryland, a ship of 32,600 tons needs 725 repair points to remove 1 point of damage.
If POW is the same then 725/59.25=12.2 days to repair one point of damage.
There is another issue, that of "repair workers. Perth as a P5 generates only 250 repair workers a day.
The number of repair workers needed by POW in pier side would be: [damagex10] + [tonnage/500]. Or 900 + 70.98. Or 970.98. That is more that 3X the number available. That will slow things down quite a bit.
Taken all together it is not a surprise that repairs are taking at least 15 days.
Some assumptions are made in the above calculations but the basics are reasonably on point.

You don't really need to run any calculations yourself just go to the 'Manage ships under repair' screen, it does it all for you.
