Axis against the AI. Britain and France have surrendered, USA and USSR are not in the war yet. Egypt has been overrun. The only country fighting the Axis is Canada, but the UK has not transferred its capital to Canada.

Axis has made maximum investment in Diplomacy in Turkey, 5 German and 3 Italian. I'm not seeing a 40% response rate. Is Canada investing in Diplomacy in Turkey to reduce the rate?

If so, can I stop that?

Does it matter if Axis waits to invest in Diplomacy until after the surrender of UK?

Only an active Major can invest in diplomacy.

You can check on the reports to see if anyone did invest in diplomacy, though not where they invested it.

That said, the 40% chance of success does not guarantee moving that country towards you. Each turn it is checked independently, and consequently it is possible, although unlikely, to have a significant spell with no diplomatic successes.
