So germany should have 1650*1=1650. But it gets 1676 which is a difference of 26.
Where do that 26 come from?

Okay, so it should be:

(allCZ*1*0,1)+(allPOL*1*0,1)=allCZPOL
allCZ=134 Factories
allPOL=428 Factories

So:
(134*1*0,1)+(428*1*0,1)=56,2
So Germany should get at least 1650+56,2=1706,2

But there is another thing:
Living Manual 1.21 p.510 wrote:Manpower recruited from Luxembourg is allocated at the normal rate as if it was a German nationality manpower centre.
LUX has 4+1+1 Factories, so 6 overall.

But then there is also the "Occupied Pool" (note the two flags):

Note, this Pool sometimes gives 14, but may also give 34 or something in the 20's. Why?
Here the same applies. CZ+POL won't be 14. Substracting the LUX 6 we get 8 and guessing the 10% multiplier on POL and CZ is supposed to be applied twice we would get 6+5,62=~12.

Even if we'd add 26+14 we end up with 40 which is still less than allCZPOL (56,2).


What am I missing?

AFAIR production multipliers are applied to individual factories so a size-10 cze/pol manpower fac will produce one manpower point, anything below zero. I believe there's a minimal chance a size-8 or 9 fac production will round up instead.

Thanks, yes I guess that's that "(by location)" part I wasnt sure about that term and how it's being used in english. Somehow that feels wrong but I am not sure about historical influx of manpower from CZ/POL so I can't complain.
