[v1.12t2] Can recruit non-VTOL anywhere if there's VTOL in same class

Normally, you can only recruit normal aircraft in a hex with a suitable airfield for them. However, once you design a helicopter/thopter/VTOL jet model for a given class of aircraft (ex: transport), you will be able to raise that class of formation anywhere, and when given a choice of what models to include in the initial recruitment, you will be able to select the non-VTOL models that you normally could not chose and indeed can raise the unit using only those models.

Not a huge issue, since it's mostly disadvantageous for you to do, but it's pretty clearly not WAD.

Made some notes a few days ago upon a similar report on reddit concerning the automatic replacements mixing air + thopters even when unit was not even on airfield. Its on my mid-term todo list to give airforces a work over... the rules.. the AI and the model design UI
