HQ TOEs

In WITE I used to set the TOE for HQs at 95, as that seemed to work fine according to what people said on the board.

How does that stack up now?

Never heard of anyone doing so, must be some serious minmaxing strategy.

As a Soviet I don't think you want to do that at all (I have no idea about Soviets). For German side it depends wether your HQ is supporting tanks or not. Tank Divisions tend to lack Support while Infantry has sufficient (more than sufficient).

Imagine you will get a lot of different answers on this one...

In WiTE2, you don't set reinforcement limits at the Corps level anymore. (as far as I know)
When you do that, it only impact the unit. In this case, the Corps HQ. (rest of Corps still has the previous MaxTOE values...)

As far as strategy? I remember in WiTE where I would immediately set all construction engineers to something like 80% MaxTOE, because I didn't want any manpower going to them, as equipment pools would deplete rather fast.

In WiTE2, at least for the Germans during '41-'42, that is almost the opposite. You will find large stockpiles of elements sitting in the production pools, with units starving for replacements at the front (and sometimes supplies as well...).

Part of this is due to the logistics/supply system where unit replacements compete with supplies for rail-line access. Sometimes you will find you have to withdraw units from the front if you want to rapidly rebuild or refit.

Setting TOE limits is very situational and dependant on what phase of the war you are in, but generally, is not something you have to worry about as much as you did in WiTE.

Following is current pool from T14, GC '41 scenario. I think you will see, for the most part, no significant shortages encountered and most elements are still waiting to be delivered to the front.
