What your picture fails to show is the impact on Assault HQs that are associated with any overloaded HQ in their heirarchy.

Additionally, the inability to integrate the Axis Allies into Germany's command structure as a result of the insufficient number of CPs present - the additional implact on reserve unit and CU activation. This only makes the use of the Axis Allies even a further detriment to Germany. (were they really that OP to begin with?)

I also agree with the OP. It would be nice if the German army groups had a higher allocation of command points.

In 1941 after Odessa was evacuated, the Germans basically stopped using almost all Romanian divisions on the frontline except for the mountain and cavalry units that German officers considered reasonable. They only put them back in the line when forced to by the shortages as the front expanded in 1942, and that didn't go well. I read several detailed battles involving Romanian units that IIRC were posted in the public forum since release of the game. They were very interesting reads, and I think support what we've done.
