This only got changed in the last patch-we already knew what happens (air is completely grounded for an entire 1-4 week turn). The issue is that some of the air stats don't get reduced by the elements (most notably morale, de-entrenchment and strat).

For bad whether i mean also raining personally, not only heavy snowing

PBEM results last 3 months were Axis 19 victories and Allis 15 so yes slight advantage to Axis - however need to adjust that to make sure Allied loss were same level experience players as Axis.
The stats don't lie. I think the game is very balanced as it is. In my last 5 games I've won twice with the Axis, won with the Allies, lost with the Axis and I will probably lose no 5 as the Axis.

The Persian Gulf supply is a relatively new boost to the USSR. Yes, it can be interdicted but any competent Allied player should be able to sort it out fairly quickly unless you are massively outclassed.

I think the weather effects on Air units is the only thing where there is widespread agreement on a change being required. And that is probably limited to de-entrenchment & morale.
