Beta v1.00.25 Beta
These are BETA test files not a full game for obvious reasons.
My suggestion copy paste the WarPlan directory and rename it to "WarPlan Beta"
Replace the WarPlan Beta\WarPlan_Data directory with the beta version.
This way you have official version and the beta version.
Expires May 1st but the official patch will be out by then.

You need to copy that to the clone directory.
Literally copy paste the WarPlan game directory to like WarPlanBeta
Then copy paste the WarPlanData folder inside the 2nd directory

I see the problem. I updated the Unity editor and there is a conflict with Steam.
Let me test and reupload. I might not be able to do it if it requires all the files.

Try again. I upgraded the engine so all the files need replacing.
Steam WarPlan needs to be under
C:\Program Files (x86)\Steam\steamapps\common\WarPlan

Closer - loads now. Having an issue on the resolution screen. Cannot pick a new resolution - I get this but get nothing when I click the resolution (whether windowed or full screen is selected).

Matrix version I tried both... I reinstalled the Matrix Version and Tried again but no cigar..

Go windowed mode then full screen. I never tested the game for that resolution. Should work.

Try running the exe as admin? Should work. It is working on my PC no issues.

I think it is a very good idea that a reasonable chunk of both production and especially MP goes to the Urals to allow the Soviet to keep fighting even after an eventual fall of Moscow, but I hope it is not all of it, if not there is little point/gains of capturing Moscow, it would even become less important than other smaller cities.

Perhaps you can leave the Moscow "production" value and remove that much production from Russia after the move?
Not sure that would be easy to work out but a Morale Center only is not overly useful since it is nearly impossible to get the Russians to surrender.
OR once the production is moved...create an event that puts the production back IF Germany takes it...and removes it if Russia takes it back.
OR a consistent event that say Germany gains X production due to the capture of Moscow per turn.
Honestly not 100% which is easier...but a few thoughts.

Yes that could work very well if implementable by the engine. But Moscow's MP production is usually more important for the Soviet than PP production. If they lose Moscow, they should lose at least part of it to feel some small pain at least.

I would no longer bother going for Moscow...as it has no effect if taken and there is no gain if taken.
Makes it just a blank city.
