Vichy France Not Surrendering

My Axis opponent has invaded Vichy France, taken Vichy and Lyon, and obliterated its land unit. However, Petain has presumably moved his capital to Toulouse and VF has not surrendered. Toulouse is not producing 5pp to Vichy and the naval units are stranded and unable to move as Vichy is out of oil.

Vichy is NOT a fun place to invade as Germany. They will run to North Africa and just sit there.

That is how it is designed.

Vichy is now Allied so they can transfer oil there so long as they have a port in Africa still.

I had already captured Vichy NA so that's not the answer. However, my opponent has obligingly now taken Toulouse and VF has surrendered.

All cities with production (which also have the same amount of "morale") must be taken so a country must have morale "0" to be conquered. So for Mainland VF it is Vichy, Marseille and Toulouse yes.

The only two exceptions are normal France and Italy which could be forced to negotiate a surrender before conquest at a higher level of morale (I believe also, but do not remember for sure, that Turkey is captured at 1 morale instead of 0 as another small exception).
