Formation inventory men

Starting a 41 GC game, I find OKH in the CR and click on the "men" total to get this formation inventory:

This tells me that the troops under OKH have 9x of Panzer Pioneer Squad and 6,996x of Rifle Squad 40.

However when I click on the numbers I see that there are 10 units with Panzer Pioneer Squad and each unit has 9 of them for a total of 90:

Also there are actually 26,451 Rifle Squad 40 under OKH, not 6,996:

This only happens for the "men" formation inventory, where all the numbers are undercounted to various degrees. The "gun" and "AFV" formation inventories appear to be consistent and accurate.

As often, the numbers make no sense, every UI element shows different numbers,...sometimes ALL, sometimes just units subordinated, sometimes only SUs assigned, sometimes a SP Flak is counted as AFV, somtimes the same Flak element isn't counted as an AFV. ....

The Problem is further down the chain, as can be seen here:

And the 9 Panzer Pionieer Squads shown are:

AGC > Guderian > XXXXVI > 10.PanzerDiv

.....for whatever reason this seems to be the only Corps-HQ counting properly.
