Non-cooperative countries can escort each other's air strikes?

A Japanese CVE bombs a submarine in port, but a German fighter escorts the strike. I know about the supply rules for non-cooperators, but this would appear to be another area which should be verboten.

It looks like Germany can intercept as they are set to cooperative, but if it was in reverse, Japan would not be able to intercept an attack on a German unit as they are not 'cooperative'.

The argument can certainly be made that since Japan is not cooperative with Germany, Germany should not intercept in this particular example, it just isn't coded this way at the moment.

I'll add it to the list as a possible adjustment/fix.
