Axis minors not joining

I have noticed in a game i am playing as the Allies, that Romania, Hungary and Bulgaria at June 41 have not joined the Axis. My axis opponent has not accepted Vichy and is bogged down in Algiers after taking all France (country) Aug/Sep 40 and Tunnisa . As France has not surrendered, i assume this is why minors have not joined???? If so I feel after France country is captured that should be enough to trigger minor axis into joining. The other thing I feel is most of the mmps should be awarded then as well.
In a game I played as Axis I did the same thing with Algiers (France) surrendering approx Dec 40 with Hungary and Bulgaria joining Axis afterwards but not Romania. Even by the end of 42 Romania hadnt joined the Axis even after throwing a lot of Dip chits into it. My opponent resigned the game around then so I dont know eventual outcome.

I had the same experience in a game I'm currently playing. I'm the allies and the Germans did not go the Vichy route and they never conquered French N. Africa. None of the Axis minors joined them. I also wonder if the three Balkan minors should join once Germany takes all of mainland France (or get whatever push declaring Vichy gives them).

France having surrendered is needed for these Axis Minors to join, otherwise the benefit of going all out for France would be too much.

Yes, thanks Bill. I get the play balance aspect of these triggers. But in history, I wonder how much the Axis leaning minors would be resistant to jumping in with the Axis just because the French government and survivors are holding out in the colonies. And, Germany benefits from the windfall of the French army arsenal and reserve stores - a partial windfall in the least even if the treasury has escaped. Maybe calculated variables that can give the Axis some consolation having failed to force the full collapse of France? Also when Vichy is refused and capital moves to Algiers, French moral resets to 100. That was a surprise!
And Harry is handing it to me in every theatre, so these suggestions wouldn't have saved me from failure anyway!

Thanks for reply but I find I cant agree with you. Historically I feel the Axis minors would join when France (country) was taken not waiting till Algiers fell. Perhaps the trigger should be altered to allow for this and also most of the mmps should be awarded then. If too hard to work that out, perhaps the trigger should be if Paris is taken, the majority of French units are destroyed and key cities all captured? It would be good to hear others thoughts.

Personally I'm happy with it as it is.

It's a massive gain for Germany if they can take out France entirely with no Vichy created. But with any reward there should be a risk and in this case if Germany takes too long / is unsuccessful then they will have no minor Allies.

It's the same as Sealion. Massive reward if it goes well but Germany is in deep trouble if it doesn't.
