Artificially delaying capture of Paris - All France gimmick

Artificially delaying capture of Paris - All France gimmick

What are people's thoughts on this - I personally feel it is terribly gamey and should be patched out where possible.

If the Axis player chooses to carry out an 'All France' strategy, what the game appears to have intended to happen is that:
1. Axis invades France
2. French/British troops defeated
3. Paris + other major NM cities captured
4. DE602 fires, Axis players asked if they want to create Vichy France - if the Axis want to go 'All France' they choose No, thus spawning renewed French forces at Algiers

However what actually happens in practice is:
1. Axis invades France
2. French/British troops defeated
3. Axis troops skirt around key National Morale cities including Paris to keep French NM artificially high
4. Axis invades Algiers
5. After capture of Algiers, then take all mainland France NM cities to force the 'All France' surrender

This is analogous to the situation where Allied players would push back the DAK in North Africa, artificially skirting Tripoli and Benghazi, in order to trigger the spawn of the DAK right into the middle of an ambush (which was patched).

I imagine this probably wouldn't be too difficult to rectify - maybe allow for additional significant French NM loss triggers if the number of friendly troops in, say, a 4 hex proximity to Paris falls to 0 and there is at least 2 Axis units within 3 hexes?
