1939 Scenario - Soviet lvl 3 IW on mechs, Specials etc?

I just noticed that you can now upgrade mechanized units, special forces and so on with lvl 3 infantry weapons. Is this intended? (I hope not, that would be insane).

In the meantime, is it only Soviet Infantry Armies and Corps that should be able to get Level 3 Infantry Weapons?
