According to the zones logs, their items out to SHQ and the production of their assets, I should have received 10700 recruits. Unfortunately, I only have access to 3600.
On the other hand, the production and availability of colonists is correct.
The logistics of the SHQ are perfect.

ehm... checking the save file I see your SHQ received 10700 recruits. So what exactly is the problem? Maybe i misunderstood

I confused colonists and recruits.
