I have the Oceana DLC but in planet generation none of the planets allow the DLC. What am I missing?

There should be a little blue "DLC" box tagging planet generation types that support the DLC. This should include the unclassified generation type.

My guess is the DLC hasn't actually been installed.

Double check your version description on the main menu and make sure it includes Oceania DLC. If it doesn't, install/reinstall Oceania DLC. If it does include Oceania in the version, you must have a bug.

You mean none allow you to toggle on DLC features?

There is a special group of DLC planets. Which have a lot of extra water.
