[1.20j] "MTH 2nd leader recruitment" w/o 1st leader recruitment

This is actually the first time I've ever gotten the 2nd leader recruitment decision. We just signed the alliance 2 turns ago (turn 42), and we got a normal MTH leader recruitment decision last turn. We haven't placed any leaders yet. This turn, our ally gave us an MTH Mind decision, the 2nd leader decision, and an expansion quarrels mission, but they did not give us the standard leader recruitment decision. This may be WAD, but my understanding was that 2nd leader decisions were supposed to be offered in addition to a standard leader recruitment decision.

If this is a bug and it would be helpful, I have a save and the prior turn's autosave available.

Yes the autosave of just before the turn start where you only got the 2nd decision would be very welcome. Thx!
