Zone Transfers?

It's early game and I've conquered the the closet zone to me. It's 5 hexes from my main city to the main city of the conquered zone. I'm currently leaving the zone unincorporated to get the happiness to rise. The new zone doesn't have much food and is on the way to starving. I'm building a dome farm but in the meantime I'm trying to transfer food from my main zone SHQ which has plenty to the zone, but its not allowing me, it says "no logistical connection" . The logistics seem to stop at the zone border when looking at the logistics. Is there no way to transfer the food while the new zone is unincorporated. Anyway short of incorporating it or raising a new SHQ for the new zone?

Call the zone governor to adjust zone orders, and check the box for enabling emergency food. Then food for population that isn't able to acquire it themselves will be taken directly from your SHQ at no logistics cost.

Food transferred directly to the zone only helps feed your workers, not the general population, but the logistics system will deliver food to your workers automatically each turn anyway if enough logistics points are available. Whether the zone is incorporated or not doesn't matter for logistics, aside from the small resource tribute added to your local inventory by resource-producing private assets in incorporated zones.

If you need more information on what's going on with your logistics, I recommend this guide - though it hasn't been updated to address the naval logistics features in the Oceania DLC.

As it is that close, have you considered Merging the Zones?

At worst you loose some City Center only buildings and the City Population moves to free Folk - but it would make management a lot easier to have only one.

Considering it, not sure yet. Leaving it unincorporated until the stats improve, then I'll choose between merge or incorporate.

I have a similar issue in that my logistics were stretched so I contacted gov to stop him from shipping everything back to SHQ. When I decided to reverse the decision the confirm orders box can't be selected. Am I missing something?
