[1.20n - Oceania] Constructing Rare Metals mine not consuming machines

Oceania enabled, Gaia class planet

On turn 1 I built a Rare Metals mine and artisanally crafted two machines
On turn 2 the Rare Metals mine and the zone stocks said I used a machine but the SHQ stock still said I had two machines
On turn 3 the same thing happened and the Rare Metals mine was completed. I still have 2 machines in the SHQ stock

I didn't create any more machines and my scavenging site didn't create any either. There is no other way for me to get machines at the start of the game. I think this is a bug.
First three autosaved turns attached (extensions rename to .txt from .se1).

I apologize for wasting your time. I don't remember seeing any notification that I found machines in the beginning of the turn Vidcom messages. Can you find things without that sort of notification?
