[1.20m] Can't expand zone borders

This isn't major b/c it feels like it's rather rare, but... I found a bit of geography that's keeping me from changing zone borders. I expanded a new zone on a strait out one hex in all (land) directions, and then one further south, but I cannot expand it any further. This feels like the "Zone Borders" command's logic is at fault here, but while it's not uncommon for me to run into a situation where I can't expand to a particular hex, there's usually a way I can expand the zone so as to expand into the forbidden hex once I've changed other parts of the border. However, in this case there's no other way for me to change the border, so it appears I'm stuck. Again, it's an edge case - this is the first time I've run into it despite wondering if it was possible to end up with frequently - but it does feel like it shouldn't be happening. I'll send a save nonetheless.
