[1.20n-1.20o]Private harbour causing massive admin strain after capturing zone

Map was generated on 1.20n and I was playing on 1.20o and as title says -
after capturing a zone that has a private harbour asset, it creates a new zone for the harbour while the asset is being delegated by the private economy of the previous zone creating massive admin strain.
(edit) - i played some more on this save and the zone doesnt merge or un-delegate its assets when territory is connected

The Admin Strain is working as it should. The Asset is just very far from the City. Better disband it?

The other issue is indeed buggy. Big thanks for reporting!

What happened was when the other enemy split your Zone in two , the northern part became a new Zone, however the Asset should never have become delegated (as it is in its City Hex).

Will be fixed for upcoming open beta 120q
