Cannot build rail on main island where SHQ

I cannot build rail on main island where SHQ is because of no land connection to SHQ.
But I can build rail on island were I have a port connection to from the SHQ port.
Bug ?

It depends what version you are at?
It should have been fixed in the latest open beta 120p
What version is your game at?
(see in-game main menu or mouse over Version# in the dashboard report)
