Not aligned with our goals

I have seen this before and just thought it was user error, now im not sure. i am playing humans and part of their victory goals is defense treaties. im currently late/mid and im trying to get some signed but its greyed out stating "this treaty does not align with our goals". my strategy is on manual and set to close ally. ackdarians are plus 115 and ikkuro are plus 136. is this a bug or am i missing something ?

They're saying it doesn't align with *their* goals. In other words, it doesn't align with the alien's goals, not yours.

To change this, ... hope that the foreign empire improves YOUR standing with them. Every relationship is two ways; usually, you aren't concerned with your own calculated reputation with them. Usually, it doesn't matter. In the case of making a close ally, both parties need to be sufficiently high enough to *allow* such high-level treaties. Having a very high standing with them is possible, but they can have a neutral or even negative standing with you.
