Mao reorganizing Nationalist Chinese Units

Hi

Version 5.00.00.1, HQ Mao seems to be able to reorganize Nationalist Chinese units, for 2 reorg points per unit (Nationalist Chinese Land impulse, UCCR combined impulse).
I thought the Nationalists and the Communists did not cooperate and could not reorgaize each other.

They don't. So AFAIK it is a bug.
