SHQ recruitment population

All of my zones are not explicitly recruiting or incentivizing any; however my (troop) recruitment population is growing due to zone feat assets.

Seeing as they have to be fed and cared for by QOL, is there any way to make current use of them in either the work force or private sector while also enabling thier troop 'reserves' potential?

The Colonize function appears to have a hint of Disbanding but there is no apparent hook to activate it.
I could raise formations and subsequently scrap/disband them ... but this seems to be counter productive at least in the resources area. Furthermore the released population do not appear in my city population that I can tell, and the free folk are not on the census *shrug*.

You can only disband recruits in your SHQ's zone, so if you're looking at Colonize for some other zone, the option doesn't appear.

(It should say the reason pretty clearly though, at least by Shadow Empire standards. The message in the Colonize screen is: "You have x Recruits at SHQ. Upon disbanding they will join the Population of the Zone where the SHQ is present. You have Recruits, but you cannot Disband them in the selected Zone. Please select the Zone where the SHQ is present [to] Disband Recruits.")

Population from scrapped units should immediately appear in your city population, unless they're scrapped in an area which has no land connection to a city hex, in which case they become free folk.
