Issue with air missions

OK I have Odessa surrounded and isolated, I have been trying for 3 turns to do some air bombing but it never happens, I have done ground attack and bomb city and they dont fly??? I have tried multiple airforces, taken Luft 4 off navel missions, have them follow 11 army with Model in command nothing . what the secret, I need to get the level 4 fort down some before I try an assault?

Afaik you can not reduce fort levels directly by air.

really no amount of bombing??, I thought I had read somewhere it would help to soften it up for an assault? ummmm!

Fill every division you've got with pioneers and your corps HQs with seige artillery - it will usually fall the first try if you've isolated it...

Won't also need see interdiction superiority to cutoff supply? In WITW, I believe that could also have been achieve with one of those sea landing units.

The most important thing is to isolate Odessa and then bomb its railyard (port too). The AI will use supplies to repair the railyard which helps reduce the stockpile. Obviously, you need to surround it on land but you must run naval patrol to then fully isolate it. Use the Flieger Fuherer Ostee (I am sure I spelled it wrong, it is located in Baltic area so, transfer it down to Luftwaffe 4 and the Odessa area). Beef up the FFO with some more fighters and bombers and make sure when you run the naval patrol you put the required planes at 100. Otherwise the AI will just auto send around 24 planes I believe that is the default. Isolate it for 3 turns load up the engineers RR artillery and flammpanzers and it will most likely fall under one large attack.

I got it, grabbed some more artillery and mountain pioneers, Flame panzers were a nice boost. I realized I had grabbed another small div corps and it was getting a 30% penalty. reassigned those two div to one on e the corps generals in the 11th army and it fell. Never did figure out the air issue though I did get Ground support help none of my GA and bomb city missions flew?

I just want confirm something.

I have my pioneers with OKH so that they can go to any CU on a moment's notice for those hard to crack forts. If I understand correctly, SUs transferred in on the same turn to a line unit incur some penalty, correct? (So, they should be assigned one turn before the attack.)

I believe there is a penalty for there use on the same turn, but keeping them in OKH could be a prob if you dont have support levels locked. I had a similar issue with the big artillery SU's when I went to assign them for the assault they had been reassigned to other units that needed them. By locking the support levels you must do all the reassignments manually

My corps in the region of Odessa do not have access to seige artillery for support
