How come they are only allowed on the southern half of the map?

Most likely for political reasons. The Romanian & Hungarian public probably would not be thrilled to have their boys fighting too far away from the area of the war that affects them. Their interests/concerns lie more in the Ukraine & Crimea then up north fighting Finns or conquering the Baltic states.

Yeah guess it makes sense for them romanians more so, But the italians did have forces on lake ladoga...
