Just a couple of suggestions that I thought might be nice for RTW3.
1) Taking ships as war reparations. In my head it would appear as an option in the peace treaty worth a number of points. Selecting it would give a random ship or several ships worth a set value that depends on how well you did in the war.
2) A way of taking natural territory, this would of course hike tensions with any nations that neighbours that territory. This should of course be costly and potentially risky. If ships are old or poorly trained they may run aground. And the AI should be able to protest your attempt much like the player can in RTW2.
3) How about a way to purchase or sell ships to other nations? Your ships getting old and another nations is running short? Why not sell them on? Or need lots of ships and have capital why not ask to buy other nations stocks? The better the relations the more likely they are to say yes. Nations maybe less likely to sell to you if you are running your finances in the red or if you are losing a current war. Would allow for a lend lease or destroyers for bases style diplomacy.
4) Shipboard helicopters? In the time frame in the game, they may be limited use in battle. But could offer a way to rescue survivors or offer a ASW rating increase to ships carrying them if they have technology to mount sonar or torpedoes to ships. This would of course be abstracted and not factor into battles.
