Harm Not Firing

Cut to the case.
EA-18G with HARM trying to fire a hostile radiating radar, when trying to manual fire, it says target is not radiating, and no firm location for dual-mode missile in INS/GPS mode. IMHO, this is exactly why I use HARM, because I couldn't get the exact location, but now it asks me to give it a firm location, gets me in a puzzle...

I've been looking at this post, but it doesn't seem to do any help.

I tried some other passive/anti-radiating missiles and worked fine.

Was I doing something wrong? or is this actually a bug?

I tried your scenario. What you have is an AARGM, not a HARM. There might be a bug in that the weapon is not seeing the target as radiating to begin with, but you have two workarounds:

1) Fire in BOL mode and it will lock on to the emissions after launch.

2) Turn on your radar to get a fix on the target, then launch your manual attack.
