I thought if I controlled Copenhagen you could not sail ships into the Baltic?

Those ships were based in Kristiansand, and they are allowed to do so when they sail from that port.
Cut from RAV: 11.4.4 Naval movement restrictions
You can’t move naval units between the Baltic Sea and the North Sea (even via Fredrikshavn or
Kristiansand) if major powers you are at war with control at least 2 of Oslo, Copenhagen and Kiel.

The “even via” clauses apply only when attempting to move between sea zones through the port in a single
naval move. A unit can move into the port from a sea zone in one step and then move out to sea in the other sea zone
in a later step.

I'm sure I'm wrong and some rules lawyer has solved this somewhere but that makes no sense at all. The whole idea is that you can't get thru the narrow passage between Copenhagen, Kiel, and Malmo(the Oslo part doesn't make much sense to me). The idea that one leaves from Kristiansand and it's legal is absurd.

One of two ways. If you search, the Germans have been alerted that somehow their mines and nets have been breeched and they will close them and the ships will be destroyed when trying to return to port(I don't care if it's Frederikshavn or Kristisnsand, those ships are sunk).
The other way is the Allied ships realize they were incredibly lucky that their commanders sent them on this incredibly dangerous mission and immediately turned around and headed back to port. Therefore, the Allies cannot search the Baltic with subs or surface ships.

I suggest a third way, and a house rule for the future.
I redo the naval movement, the force in Kristiansand doesn't enter the Baltic Sea. Those ships sail to the North Sea instead. And the corresponding number of ships (three SCS) remain in port (instead of sailing to the North Sea).
And I will try to get all other naval moves as close to what they were. And then the naval combats already rolled for remains the same.

Note that Oslo sounds weird but since you need to capture Copenhagen or Kiel as well as Oslo, then it is not as weird.

My previous suggestion pretty much mirrors how I would have played it if the Baltic Sea would have been closed. I feel it is easier, and fairer, to redo the naval movement to represent the closing of the Baltic Sea.

Right. Redid the naval movement from a save I had halfway through my naval moves. The only practical difference is in the North Sea, where two BBs have been replaced by those that were based in Kristiansand, and that there are now two more BBs, and one more CA, held in reserve in Liverpool.

Switch over to US to let them hunt for convoys before CW try their luck again. No Allied air added. Japan has 4 naval bombers available in the southern China region. Will any of them be added to the South China Sea (0 to 4-box can be reached)?
There will be at least an hour before I will be able to continue.
