Light cruisers with ASW level 1 & 2 with 0 attack against subs???

I remember playing when CLs with ASW 1 could attack subs...
Did this change?:

Yes, this was a change for v1.15.00:

- All types of Cruiser now only gain defensive bonuses from ASW (mdsmall).
