The immediate cause is that you ran out of food in your SHQ.
But there seems to be a bug here, the situation should be even worse ??

5+225+140+470 = 840 which is more than 700 !
Since 840-140 = 700, I guess that the bug is that there's a check missing between
emergency food on one hand, and recruits and colonists
on the other, allowing them to "double-dip" on the same food ??
(Also the capital population seem to have gotten "first dibs" on emergency food, rather than it being spread evenly ?)
The only other zone that received food was Sozonis Ruins, because it was the only one that didn't have enough in stock (at least 4 Earth months = 2 turns worth
of public worker food), 700-470-225 = 5
You also have a bottleneck with Badenfield, resulting in not all of its food
(it has more than 2 turns worth of stocks for its public workers) being delivered to SHQ.

While sending Emergency Food OUT doesn't cost any logipoints, you still need to collect it IN the SHQ first !
EDIT : In an emergency like this, forming a new SHQ in Badenfield so that its population can be fed via *its* emergency food should work, but in this particular case it's probably not worth it, since it's not the only one city that is starving ?
Yeah, looks like there's an oversight in the reports not telling how much ideal food they need...
FYI, in ShEmp each person needs 0.01 food per turn, whether public or private, and the only ones that you don't have to feed
(directly or indirectly) in your zones are the Free Folk !
P.S.: On my list is to request for the SHQ stock numbers to be coloured in yellow when it ran out (also Regime's credits ?), and in red for food.
