Finland oil consumption v1.00.25

Why does Finland pay 3 oil maintenance? They only have one unit that consumes, the fighter-bomber, and it neither attacks nor moves, and it is in "Mission only" mode.

If your land units are not on 9 supply hexes, they need trucks for supply. Hence, trucks require oil.

I understood that rule as an extra oil maintenance for ground units that needed oil, not for all. It doesn't seem like a realistic rule to me, it handicap the axis a lot. Germany used millions of horses to transport supplies due to its oil shortage.

It is in 7.6, under "production", under "upkeep". It is 1 oil for each 3 units not on rail (or level 9).

Understanding that for this rule it counts the same, a 2/10STR unit next to a railway hex, than a 30/30STR unit 8 hex from the railway, right?

Supply by horses is in WITE2. In Warplan, Nirosi has already answered, by the manual states the following:

Yes, I think that "maintenance" oil consomption is only for this rule (units unit on rail). Other than that, units must move or attack for oil to be consumed. Naval units at sea are considered as "moving" of course even if they stay in hex.. So if an armor does not move/attack, it does not consumes oil (well it might, like an infantry, consume 1/3 of an oil if not on a rail level 9). It will consume oil if move (a fix amount regardless of distance) and also for "each" attack.

Also, I am almost 100% sure that oil is never used in defense.

I don't get the accounts, Germany turn 10/11/1939, I only moved units by rail the previous turn. This turn marks 5 maintenance oil, and there are 8 units off lanes/ports with 9 supply. It would be 3 if we round, not 5.

No, in port.

Other examples:
Neutral Italy with all units in RR/ports in supply 9. Pay 4 upkeep oil.
USSR all its units in RR/ports in supply 9, except the 3 naval units in Kronstadt. They pay 2 maintenance oil.

Something escapes us.

If I remember ships are 10% of their oil when in port. Subs are pretty cheap while BBs are expensive.

It must be higher, with 100% of the units in RR and Port, with supply 9. Italy pays 4 oil maintenance, with 13 naval units (5 subs), and the USSR 2 oil maintenance with 5 naval units (1 sub).

Taking Italy as an example. Turn 1, these three units count for oil upkeep because there are not on a level 9 supply hex.

Turn 1, and this unit count for oil upkeep because it is not on a level 9 supply hex. And checking the oil upkeep for Italy, it says 6 for oil upkeep. 6 for 6 units? I don't know. This is how I understand it.

If you test to put all the units from Italy in RR/supply port 9, you will see that there are 4 oil upkeep.

Well 6 oil vs 4 is 2 oil for the units at start. This matches the rule of 1 oil pe 3 units.

Could then the 4 remaining oil be for the fleet with 10% use when in port (rounded up probably)? I can not have acces to the game to check today, but I fell it must be very close.
