Effects of snow on air units

According to the manual, snow should reduce the strike range of air units by half, but it doesn't seem to be in force.
During the AI's turn, I noticed being hit by Axis air units during snow weather effects, at ranges 0f 5 and 6 hexes...and now during my snow weather turn, I notice that I too can hit targets with air units at their full range:

What gives?

Now sandstorms seem to have no effect either?
The air unit hex is in a sand storm, but the target hex is not...but shouldn't the planes not be able to take off?

Some changes have been made, after player feedback, regarding air units to allow a bit more flexibility during bad weather turns:

From v1.15.00
- Air units can now recon and attack in bad weather, all attacks in bad weather will be at 50% effectiveness.

From v1.16.00
- Rebasing an air unit lowers its spotting range in half, and rebased air units can no longer swap with an adjacent unit (Elessar2, Duedman).
- Air units in fog/rain, snow or sandstorm weather will now have their spotting range reduced to 1 hex (Lothos).
- Air units that attack a unit in fog/rain, snow or sandstorm weather will no longer de-entrench.

Don't know. I was used to the "bad weather=no air". It gave a boardgame vibe to the game. And it was crucial. I mean your carrier force was attacked in the middle of the ocean, the replay ended, and you where praying it would be clear weather over the sea so you can counter. It gave even more tension to the game. On the other hand ofcourse, lucky weather could make or break situations.

I think that attacking air in severe weather, that the 50% reduction isn't enough. Maybe planes that attack take a random 0-2 damage? This would make using them more selective, more like desperate measures.

Like balance from air changes. Takes out some RNG extremes as well.
