Harsh Planet Option Bug still not fixed

With another patch coming in two days how is this bug still in the game? Many have reported last patch. Just tested with beta and turned off all of my mods and again playing with harsh my planet starts at 25% then Republic administration building is built and poof my planet quality is 75-90%. The building should only increase the planet quality by 10%. Please fix this makes harsh planet option not possible.
