Ice Mining facilities should not instantly deconstruct when the tile melts

Currently a surface ice mining facility get's immediately and entirely dismantled when the tile it is on melts during summer. In my opinion this should be changed to mothballing or closing instead.
Advantages:
1) If the asset stays during summer we could go ice mining on a frozen tile in winter and make it through the summer with stockpiled water. Having a situation like that would be really cool.
2) It would prevent the doom cycle where the private sector constructs an ice mining facility, it get's destroyed during summer and instantly rebuilt next winter.
