5.0.0.10 (Debug). Allied Combat Friction Applies to the Axis?

I'm playing with the optional rule, allied combat friction. However; MWIF (5.0.0.10 debug) is applying that rule to the axis. Is this correct or a bug?

This is correct.

Germany, and Italy, are allies that are affected by the rule.

Aaah, I see, you were thinking of the Allied Side, but no, it refers to allied countries on each side.

Yes. I was thinking allied vs axis side. As opposed to the generic two cooperating "allied" MPs (e.g., Germany & Italy).
