Middle East Sudden Neutrality

I have a copy of Strategic Command World War I Breakthrough. In the 1914 call to arms scenario when Turkey joins the central powers everywhere outside mainland turkey (i.e. Palestine, Mesopotamia, Jordan, and Arabia) remain neutral and out of the war. I don’t understand this. Is it a glitch? Any insight or help would be appreciated. Thank you.

I've just run a test and they join at the end of the next Central Powers turn, after hitting end turn.
