Amphibious landings in storm/ice

I noticed that units can embark on amphibious transports, even if there is ice on the coastline and they can also disembark (amphibiously again) at icy coast. Notice that the weather is "storms".

Not sure if this is a problem (bug) or it is intented this way?

I believe the rule is if the Amphibious Transport is in an ice hex it cannot then unload or embark. However from your screenshot the Amphibious Transport is not on an ice hex, but rather a 'storm' hex.

Ok, make's sense. If I understand correctly, in this case the ice graphics on the map (coastline / the target hex of the landing) are just decorative, i.e. they do not affect gameplay somehow.
