[1.21.e] Duplicate Special Items purchase

Not sure if a bug but been noticing a duplicate purchase of special items, metal, when building a private asset.

Yeah that one is working as intended. Its buying metals more than once. Weird, but intended. As i upped Metal consumption for Private construction.
