Ship scuttles due to battle damage despite being next to my port

A BC of mine scuttled due to incurred battle damage on neutral shores, according to the popup. But I was Germany and the BC was located 20 000 away from Danzig. Perhaps this event should check for distance first.

If the scenario would not have ended, I could have safely brought the ship home, only 50% damage with no flooding.
