Base Capacity

In Zones you have Base Capacity I would like to know how do you increase the Capacity in the game please.

Easiest way is just to click the flag of one of your possessions on the map screen which will bring up a little window with some information and the button 'Build naval bases' hit that and you'll start spending money improving your base cap.
Alternatively you can go to the 'Base overview' tab, right click a possession, and select 'Improve naval bases' in the context menu. The effect is the same.
