[1.21g Oceania] Possibly unintended power of Maritime Breakup

I assume the design intent of this Fate Stratagem is to have a way to cut down large MTH's. However what it also does is make the targeted zone lose all of its MTH contracts when the MTH subsequently declares force majeure.

On the other hand it's nice that there is an extra way to defend against surprise landings. On the other it feels a bit crazy that you can pay 3 FP to instantly negate contracts that could be worth 200+ PP and tens of thousands of credits, with no way to prevent it. Funnily it makes single-zone MTHs the more stable business partners.

I can't really come up with any ideas how it could be changed though.

Thanks for posting. It is a bit of a overpowered in multiplayer games. I'll see what I can do in one of the next subversions.
