Flotilla attack.

Rule the Waves III is a simulation of naval ship design and construction, fleet management and naval warfare from 1890 to 1970. and will place you in the role of 'Grand Admiral' of a navy from the time when steam and iron dominated warship design up to the missile age.

Does this only apply to DDs? If so, is there any command to get my CL Division to torpedo attack?

I believe it applies to all ships attached to the formation that are not part of the core.

So if your core is CLs, then it would apply to attached destroyers assigned to "support."

If your core is BBs, it would apply to attached CAs assigned to "scout," and CLs assigned to "screen."

But someone who knows more than me can certainly correct me if I'm wrong.
