Leader Stratagems not increasing relation 1.21g

Posted in the Steam Tech Support forum as well.
I started a new game under 1.21g beta and when I am trying to improve the relations with one of my Directors, the Bonus and Gift options give no relation increase on a successful roll. I have not seen this happen in my prior games - although it takes me a while to complete them, so the last one I started where the cards were working for me was betas 1.21d or e.
The Stratagem for Medal of Merit does seem to give the +25, but those are much fewer and far between.
I have screenshots of the Bonus and Gift screens showing the successful rolls, but there in no relation increase value shown on the screen.

Upon further troubleshooting, it appears that it is only this particular Director out of 3 others I tried (plus 1 OHQ commander).
Is there something in his profile that would limit the impact of the Bonus or Gift stratagems?

Low egoism decrease the effect of most stratagems that increase relations. At 0 egoism those stratagems do not increase relations at all. I'm only aware of medal of merit as exception.

Thanks for the info Thrake. I couldn't really find an explicit statement of the Egoism effect on those stratagems in the manual, only that Egoism affects the impact of salary on their relation level. So reading between the lines it does make sense, just wish it had been a little more clearly stated. It basically means I'm going to have limited options to bump his relation due to the 0 Egoism score.

Yes, low egoism leaders are the most annoying to deal with. Ambitious is also bad but can be fixed with enough egoism. The only thing I found is the +1 relation a turn works, so medal of merit helps on the long term, as well as the commerce stratagems (not the one time relation boost but the +1 a turn) so you can stack up +3 relations a turn.
