Can't approach enemy sub

Can't approach enemy sub

None of my UK units could approach (to attack) this German sub, hexes were "off limits"? I saved/exited game then reloaded and now I can. Just thought I'd mention it.

I have thing go screwy, I do that, save, back out and restart, seems to fix the problem like a reset.
