[1.21h] Adminstrator skill for governor does not boost private credit

As stated in the manual and tool tip, administration skill give governors a boost to private credits. So far, a number of governors with 100+ skill in administration have been place in 1000 pop villages with simple farms to 200,000 pop Major cities with several large private asset yet there's been no change in either private credits nor private economy bonus.

The reason I test this is that the service tax as stated in the manual, 20% taken from the private asset and the private economy, modified by the administration skill of the governor.

The way I read this is either:
More service tax is taken by the private credit due to the administrator skill roll
Boost to private asset credit generation which gives more service taxes
Boost to private economy which is static throughout its growth into a town, (Which doesn't make sense where a person with the skill to run the financials of a major empire is reduced to managing a strip mall consisting of knick knack stores)

I think that's how it should work. You can check a private asset's activity (click active asset tile) to see which bonuses have been applied last turn. I'll take a look myself next time I play.

I agree guys.
Its vaguely worded and not implemented properly.
Will fix this for the next version.
Next:
Governor Admin Skill increases Hidden Economy Credits (if roll>70) + Increased Private Credits production of Assets (if roll>100)
