In turn#2 with the allies, I moved the French corps from Syria to home land and forgot to replace it by a brit garrison. Does the penalty on French moral + Mussolini getting excited happen every turn if Syria is left empty?

Don't know, would need to test it. For I use either Indian or British garrison.
