Landing Troops with Foreign Troop Commitment

I am having trouble landing a 2nd CW unit in France in NOV/DEC of 39. I landed Gort and a Mech unit last turn, this turn I want to bring in a MOT unit (which would bring me to 2, in addition to the HQ, which should work). However, when I load on the Transport, it gives me an X over every French port. Is it counting the TRS as a third non-HQ unit? Do I need to put it in the sea zone and debark separately? I was able to land the other two units (on separate impulses) last turn by moving the transport into the port.
Just when I get the hang of a game, I buy two more... :)

Yes, the TRS in France counts as part of Foreign Troop Commitment.
